Servers Some people cant join my server.

I'm hosting delicated server and it's working fine.
I'm sure my server is working online because other people can join it. 
But 1 of my friends said that he cant join my server. He said that he dont see my server in server list. And if he try to join IP i gave him. He said it's timeout
Why ? huh

If everyone else is fine about joining your server it might be client sided. Is he using the newest version of cs2d? smn User Offline
mmm a delicate server ( ͡° ͜ʖ ͡°) We just have a test. I cant join his server. And he cant join mine -_-. But both of us can join other server. Maybe turn off firewall when u host a server, and tell him do it too
